"It's complex, but once you get the hang of it, it's powerful," Jeff Herzog, a 15-year-old, told me from a hall telephone at Phillips Academy, Andover, Mass. But a couple of million people have given it a try, buying Simcity, by Maxis of Orinda, Calif. Not everyone is a born city planner either.
